Carlito P. Caliboso practices in the areas of energy, public utilities, telecommunications, cable television, broadband Internet, regulatory, real estate and finance law. He is licensed to practice law in the State of Hawaii and the U.S. District Court for the District of Hawaii, and is a member of the Hawaii State Bar Association and the American Bar Association.
Mr. Caliboso has been selected and included in The Best Lawyers in America© 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023 ("Lawyer of the Year"), and 2024 in the areas of Energy Regulatory Law, Utilities Law and since 2024 Communications Law.
Mr. Caliboso previously served as Chairman of the Hawaii Public Utilities Commission (“Commission”) from 2003 to 2011. As Chairman, Mr. Caliboso was the Commission's presiding officer in hearings and was responsible for leading and managing the Commission with a professional staff consisting of legal, engineering, audit, policy and research, enforcement, and administrative professionals. During his tenure, the Commission addressed major energy policy issues in dockets addressing renewable portfolio standards, independent third party administration of energy efficiency programs, distributed generation, competitive bidding, net energy metering, feed-in-tariffs, decoupling, and energy efficiency portfolio standards, among many other issues, in an effort to implement major policies and objectives in the public interest.
Mr. Caliboso earned a Bachelors of Business Administration degree from the College of Business Administration at the University of Hawaii with a double major in Finance and in Management in 1984; a Juris Doctor degree from the William S. Richardson School of Law at the University of Hawaii in 1991, and an Executive Masters of Business Administration degree from the Shidler College of Business at the University of Hawaii in 2009.
