This session will assess the role of Time-of-Use (TOU) rates in Hawai'i's strategies to control energy usage and encourage performance-based utility regulation within the islands. Attendees will gain insights into HECO's TOU initiatives, including their new Shift and Save Program, and discover how the state's consumer advocate is actively backing the advancement of these innovative programs, including Performance-Based Regulation (PBR).
